Details

It would be nice to have the name of the flag that was changed in an X-Bugzilla header. I propose something like X-Bugzilla-flag-name: sec-review X-Bugzilla-flag-name: needinfo
X-Bugzilla-Flags already exists since Bugzilla 4.4. It lists all flags set, not only the ones that changed only.

He is not asking for header changes for normal bug change notifications. The request is for a header to be added to the flag request emails (template/en/default/request/email.txt.tmpl). dkl

Anyway, flagmails have all the usual X-Bugzilla-* headers, including X-Bugzilla-Flags, since 5.0, see bug 573919. If you need this header to triage incoming emails, then you should rather look at the subject of the email itself, as the first word of the subject is the name of the flag. You can combine this with the |X-Bugzilla-Type: request| header to avoid false positives. So I don't think a separate header is necessary here.
