The keywords system is broken.  It has failed to replace tracking bugs and
description/whiteboard flags, which it was intended to do.  So now we have three
systems.  And even worse, sometimes we use more than one for the same thing.

This is a tracking bug (and the irony of this doesn't escape me), about what we
need to do to fix the system.
As the holy patron saint of the keywords system, I reserve the right to remove
any dumb RFEs other people attach to this bug.  ;)

In case it was not clear, this is specifically about _regressions_ of keywords
over any of the other systems.
