Throttling has been applied.

Resolution: --- → FIXED
Manual spotchecking confirms updates to 21.0build3 are throttled on release channel. Background update pings return no updates, manual check for updates finds and installs Firefox 21.0build3. Marking this bug verified fixed.
Note, official QA sign off of the updates will come via email on r-d upon successful completion of automation.
