The fallback IdP landed in Persona dev. The three desktop patches needed to use it are: 929243-fix-tip-bustedness 772657-discovery-webservice 930095-fix-provisioning-sandbox A last round of server side tweaks are needed to get this working with navigator.mozId https://github.com/mozilla/persona/pull/4023
I removed the provisional UI in bug 1243089 and the Persona fallback IdP is shutting down so this isn't on the roadmap.
