Now that full stack emulator builds are scheduled everywhere, we can turn off all the old ics_armv7a_gecko builds and tests on all branches *except* b2g18 based branches (at least until we enable tests for the full stack build there).
I just noticed that the full stack emulator tests still aren't runnable on Try, so we should make getting those running a blocker of this bug.

I mean "try: -b do -p emulator -u all -t none" doesn't schedule any tests. For example: https://tbpl.mozilla.org/?tree=Try&rev=25ae185b1b83
