Until bug 57441 and bug 66909 are resolved, it is necessary to alert the user
about the need to restart after changing UI language or Region locale.
Currently the message says to restart to "use the new preferred language
setting". This message makes sense for a language change, but not a region
change. The message should be generalized to say something such as "Please
restart for the new setting to take effect".
Steps:
1) Choose a new region via View>Set Language/Region. The message alerts the
user to restart in order to use the preferred language setting.
The View menu is supposed to be revamped and making this bug WONTFIX, but, the
feature has not made it into the branch yet..
This bug (the re-wording part) also has l10n impact.
Wouldn't this still be an issue if bug 90080 is resolved? Ultimately we don't
want to have a restart message at all, but since bug 66909 has been marked
Future, there is a chance that the restart message would need to be incorporated
into Prefs.

Tao - The user needs to restart the browser to switch Locale or Region, correct?
In "Preferences|Appearance|Content Pack", newly installed packs should appear in
the UI like the theme packs do.
In "View" menu, it used to be broken but I fixed it in April. However, someone
broke when I was gone... Note that this bug becomes invaid once the menuitems
in question are removed (by Ben).

No, please do NOT do this on the Netscape 6.1 branch. The pref panel we added
for content packs and the language switchign in prefs is still not proven - in
fact there have been too many reopens etc of it not working properly. I do not
wish to take the risk of removing this and then finding that the pref pan els do
not work properly in the shipping product in some case.
The right place for this work is the trunk.
Let's see if these menu items are removed from the View menu. If so, will mark
it WONTFIX.

I just did a quick sanity check to see, whether this is only used by the JS
serving the "Set Language/Region" menu item.

Verify fixed in branch build 2001-09-07.
Current message says: "Please restart Netscape 6 to use the new preferred
