I'm seeing this as well on master/m-c. It's been like that for at least a week now.

For me, the issue reproduces only when SIM card is not inserted

I'm seeing this too.  Its also missing in the settings app, making it impossible to set a timezone at all.  Can we please get a regression range and back out the offending code?

bug 916068 I think has a patch for this already. Duping there.
