Nothing but RETRY since September 10th.

Apparently it actually stayed sort of disabled until October 11th, when it started doing nothing but RETRY again. Disabled in slavealloc, but the master still says that it will graceful next time it's idle, probably from when I clicked the button in September, so I think I'm being misled about slavealloc+graceful causing pandas to die.
