The kill rate for try builds has been low, it's worth to use spot instances for regular builds as well.

bumped the limit up to 10 in total. The status is here: https://secure.pub.build.mozilla.org/builddata/reports/slave_health/slave.html?name=bld-linux64-spot-
FTR, us-east-1 has zero running instances ATM because the current price is very high.
