Custom builds with some patches have that working, but not a default build from the 1.3t branch. Let's land what's needed.

I think that's simply bug 959503. I've uploaded an patch to bug 959503 and asked Vincent Liu's feedback in private yesterday.

Today's Gecko tip (01cabd35a4f43b6c2867933ae45824b04cdc6de8) is working.

I have re-test this again. Without the patch in bug 959503 (Gecko git commit d30637a), one can enable data connection in Settings app, the icon turns blue but neither actual data connection is ever setup up, nor can he go internet surfing. From the logcat I see the same exception found in bug 959503. With that patch (Gecko git commit bc029da), thing goes back to normal, enabling is okay, icon turns blue, and data connection is setup. Per in person discuss, I'm resolving this bug as duplicate of bug 959503 again.
