When you rename or delete attachment statuses, bug activity entries should be written detailing the change, on all bugs with that attachment status.

Why? We don't do this for any other change of this sort, from username changes down. (Theres another bug on that)
Why? For the same reason we would do it for other changes: to let people know about the change. That's the point of change mail, and these are changes. The fact that they are administrative changes as opposed to user changes does not make them more intuitively understandable to users. On the other hand, large changes are often excepted from the send-mail-on-changes rule, and this should probably be a preference for all kinds of administrative changes. Perhaps, on submission of the change, the administrator can receive a message telling them how many bugs will be affected by the change and prompting them to decide whether or not to send email about it (no email by default).
I'd definately support making it optional. We don't want to rewrite history, but we don't want to spam the world every time we change Javascript to JavaScript.
