The structured logging OutputParser that's used for web-platform-tests is rather generic across all users of structured logging. We can put this into mozharness itself and use it in multiple scripts.

Move StructuredOutputParser into mozharness proper
The StructuredFormatter is test-related enough that this might belong in mozharness.mozilla.testing.structuredlog instead of mozharness.mozilla.structuredlog. I don't think that blocks. r+; thanks!

I didn't move it to testing, because in principle there's nothing testing-specific about this; we can reuse structured logging in many non-test contexts. It just happens to have a lot of specialized bits for testing because that's been the motivating use case.
