Settings app(maybe other parts like quick settings and FTE) should uses Gecko provides API to control Wifi enable/disable.
Note that API won't take care of interaction with hotspot mode anymore - it returns error if enable wifi while hotspot is enabled instead of disabling hotspot automatically.
