This adds the front-end bits:

Please test the following (and whatever else you can think of):
* Anonymous users don't get the recommended tab
* Logged in users who have opted in (the default) see the tab
* Logged in users who have opted out do not see the tab
* Logging in and opted in shows the tab
* Logging out hides the tab
* Opting out on settings page removes the tab
* Opting in on the settings page brings the tab back
