See attached screenshot. When hovered they are clear, but I am having trouble reading some of the titles when not hovering.

Clarifying - this isn't a dupe of Bug 1389476 - the text is my tabs is blurry all the time, to the point it is almost unreadable. It doesn't require hovering. In my case if I hover the tabs become clear. I am running Beta 6 of 10.13.

Yes, this is not a duplicate. This is a regression from the patch in bug 1386643. A proper fix for this requires bug 1387594.

I no longer see this issue running the latest Nightly (20170918100059), using Apple Seed 17A362a.
