I'm witnessing style updates of more tabs than expected with hover and blur over a single tab. Observe that tabs N, N+1, N+2, ... appear to change style on hover from below; and that tabs N-1, N, N+1, ... appear to change style on hover from the left. This doesn't seem right -- I'd expect only 1 or 2 tabs to change style as the mouse moves around.
This is quite difficult to describe, so see the attached GIF.

I'm running Nightly 20170911100210 on Mac OS X. I have Test Pilot and Sidebar Tabs addons.

I bisected this; it's fallout from the large bug that implemented Photon tabs: https://bugzilla.mozilla.org/show_bug.cgi?id=1349555.
It might be a duplicate of https://bugzilla.mozilla.org/show_bug.cgi?id=1387296, although my observed behaviour isn't about painting, it's about updating an unexpected number of tabs.
