This is a meta bug for tracking work in DevTools for integrating the new recording panel that interacts with perf.html. The panel will have a new actor with a non-streaming model that interacts with the Gecko Profiler. The panel can have a pre-processing step to help integrate other data sources that DevTools has access to that the Gecko Profiler Addon may not.

Most of the performance code will still live in perf.html, but this panel will support a web developer workflow. Bugs should only be tracked here related to the recording panel, and the new actor. All perf.html should be filed and tracked at: https://github.com/devtools-html/perf.html
