Maria, Jessilyn, it seems a bit vague to me for a release note as the change is about pinned tabs specifically, not recommendations in general and the pinned tab recommendation is not about how you use the web but how you use the browser, right?

You bring up a good point, Pascal! Maria worded this intentionally vague. The idea is that we'll be rolling out so many new CFR Recommendations in 2017, and with remote messages in 68 we'll be able to launch them off train, that we kept it general on purpose. The Pin Tabs feature is targeted to pop-up to a user if they go to certain sites multiple times (and thereby likely to want to pin that tab) - so it is currently based on how you use the web.
