I reproduced this on OS X, currently unable to test on Windows.

STR:
0. Make sure you are running Nightly with print.tab_modal.enabled: true

  1. Visit https://hacks.mozilla.org/2020/08/an-update-on-mdn-web-docs/
  2. Open the print dialog/doorhanger
  3. Select "Save to PDF" as destination
  4. Select "Print using the system dialog..."

ER: System dialog should open
AR: Firefox prompts me to save a PDF file before opening the system dialog. The resulting file is empty

This may be moot if we fix bug 1659626.

Maybe, but I think we might not be fixing that one, in which case we should probably fix this…

It sounds like we're only disabling "Print using system dialog" on Windows, since the mac print dialog also has the option to save as PDF.
This is is reproduced on OS X, so we're still going to need a fix for this bug

I confirmed this is fixed by Jonathan's patch for bug 1587459.
