testing/web-platform/tests/screen-orientation/active-lock.html test is unstable test since spec side (https://github.com/w3c/screen-orientation/issues/87) isn't resolved. Most failures will be fixed by bug 1750147 and others are that test seems to be incorrect (I am filing pull requests to wpt).
