So that they use the automatic (content-based) minimum size.
Otherwise we allow it to shrink to zero which is not great.

Reproduced the initial issue from the images in comment 0 using an old Nightly build before the fix. Verified that using Firefox 113.0b8 across platforms (Windows 10, macOS 13 and Ubuntu 22.04) the bookmark is no longer moved to overflow.
