Steps to reproduce:
Use the "Customise toolbar..." to move the "Bookmarks toolbar items" to the main toolbar (eg. next to the urlbar).
Actual results:
The bookmarks are hidden behind other elements of the toolbar.
Expected results:
This is a regression caused by Bug 1820534.
If the bookmarks are already in the main toolbar and you move them to the bookmarks toolbar, on the currently open windows, an empty overflow menu will appear at the right-most (or on the left of the Other Bookmarks) of the (bookmarks) toolbar. This doesn't affect new windows and it doesn't persist after a restart.
