Steps to reproduce:
Step 1: Open Firefox and go to "Customize Toolbar..."
Step 2: Drag anything to the overflow menu
Actual results:
Overflow menu is bigger than its actual size
Padding between items in the overflow menu doesn't come back to normal after adding at least 4 items
Expected results:
The overflow menu shouldn't be this big or have this much padding
