The files used in new profiles are missing from l10n tree.
For Firefox there is a browser/profile directory.
For Thunderbird this directory does not exist. It should contains files like
rss.rdf, mailviews.dat...
So default profile can't be translated in automatic l10n builds.

mailviews.dat just got fixed by bug 223292. What's left, only rss.rdf? A precise
list would be helpful to at least identify the precise problem.

rss.rdf was fixed in bug 259705.
Now there are no files in profile that contains unlocalizable strings visible to
the user. In a future we may have to localize some new strings in
localstore.rdf, mimeTypes.rdf or any new profile file, or we may wish to
localize the comments mimeTypes.rdf or prefs.js.
But for now it is IMHO no more a blocker.

Removing the blocker. We should probably do for Tb the same as we do for
Firefox, but that's a minor issue.

it's fixed now.
If new files appear, we should open new bugs for them.
