This bug covers platform-consistent look and feel for the <tabcontrol> element.
For more info, please see bug 39375.
Providing platform-consistent tabcontrols involves the following:
* specifying the amount of padding (if any) at the top of the tabcontrol
(typically, tabcontrols will have top padding if they are the first item in a
window, otherwise the padding will be zero);
* specifying the appropriate level of bevelling for descendants of the tabcontrol
(so that consistent levels of bevelling for tabs and for tabpanel boxes
will be applied without having to style them individually).

The Windows tab control looks pretty good now. Taking a guess and setting stage
1 to 60%
