Use key TAB to move cursor from Subject line to body does not enable all format icons, Spell icon and menus.
Reproducible: Always
Steps to Reproduce:
1.New mail
2.Fill out receiver
3.Press key TAB
4.Fill out some text on Subject line
5.Press key TAB
Actual Results:
Menu Insert, Format, Icon Spell and Text formats are grayed.
Colors and font size are ok. Text in the Body can edit normal.
Expected Results:
All format icons and menus should be enabled.
Workaround:
After one mouse click into Subject and back to the Body, all is ok.
(Of curse: Composing HTML is enabled for this account.)

Is similar to bug #551936 (with different effect because in bug #551936 all composition toolbar is disabled).
I can reproduce also here on on TB 3.x release

Another STR (from dupe bug #551936):
1. open compose window;
2. hit tab for move cursor from "To:" field to message body: composition
toolbar remains disable. Menu-->Insert and Menu-->Format are also disable.
As workaround you can move cursor to subject or address list and then click on
message body.
Summary: Composer: Icons format and spell are grayed, if use key TAB from subject line (TB 3.1a1) → Composition toolbar disabled under particulars cases

So I think this regression range is the same as bug 543077 comment 15, though confirmation of that would be useful.

This doesn't seem to effect replies, and hitting the space bar (which seems like one of the first things most users would try) makes the problem going away, so we wouldn't hold for this.

With "space" (or any other typing) toolbar becomes enabled but "Format" and "Insert" menus are not, so there is no way to use theese functions with keyboard-only input. I want to look how do you insert <hr> into new message without mouse.
Indeed, mouse click must be made or the edit window will not be fully-functional.

No. it is not this regression.
All the rv:1.9.1* works. have tested under Linux.
Gecko/20090610 Shredder/3.0b3pre = OK

This was the first "rv:1.9.2*" I have found for Linux.
So I'm afraid, it is the change from rv:1.9.1 to rv:1.9.2

You need to test the trunk builds from those dates. We'd already branched the core backend, and that is the difference between the 3.0b3pre builds and the 3.1a1pre builds (and the issue here is most likely in the core backend).
