[meta] make Junk settings pane in the Account manager more modern and in line with the graphical features of other panes. Also add some checks for valid settings.

The Junk settings pane seems a bit inconsistent in the features it could have. E.g. it does not have the visual grouping of options, does not properly disable fields when they do not have sense, etc.
This is a meta bug to collect these bugs.
I add some bugs I have seen and will work on. Please add any others that have sense and I have missed.
