Ever since we started doing chunked release repacks for desktop, we've been using different code than the nightlies. This results in problems like bug 799806 getting fixed for nightlies but not releases. Two decent options here: 1) Fix bug 608005 to get nightlies on the existing release repack logic. 2) Port nightly and release l10n to mozharness. We should see if we still need to do per-locale reporting to Tinderbox.

This will get fixed when bug 740142 is done, which is in progress.
