per the status as of today for Marketplace: http://l10n.mozilla-community.org/webdashboard/firefoxos/, pt-BR is in relatively good shape. there is still a lot to be worked on, but Marketing team requires that landing page and payment flow localized, the bulk part will be worked on over time if it can't be done by launch.
I don't see bug 895041 blocks the release as of now.

3rd Party App Developers are individually responsible for language support of 3rd party apps. 3rd party developers also select the markets they want to make their app(s) available in when they upload the app. There is no requirement that 3rd Party Apps must support local language for the market they select during the upload process.
The attached report is a listing of 3rd party FFOS apps within Marketplace as of 9/13 sorted by those that support Brazilian Portuguese.
