such a bold title, this is a general meta bug to track ideas and experiments that we have.

For example:
* disable external network access
* run each browser-chrome test in a unique test window
* run each directory of tests in a fresh browser instance

There are a lot of other really great ideas, they can be discussed here or added as blocking bugs to this one.

When we have lost steam or have much more reliable tests, we can probably stop working on this and close this out.
