As part of Bug #989108 We need better integration of "Tabs on other device", need cooperation with the sync team

According to the design in Bug 988323, page 7 to 11, we want to implement a tool for "Synced Tabs" with a subview. This button shows up in the menu panel by default when synced tabs are available and users can move it into the toolbar just like other tools in the menu.

There many bugs on this, which is confusing to me, but I uploaded Ryan's latest PDF to this bug and I'm using it.

Discussed with shorlander and decided that generic toolbar item that goes to a subview is the best approach for now. User can drag synced tabs icon to the tab strip or toolbar (although depends on work). This would be the nail in the coffin for the old manual sync button. Thoughts?
