Reddit's default comment editor relies on the Chromium interpretation of this spec, leading to issues as severe as the page reloading when a paste operation fails due to unexpected <br>
elements. It's difficult to be sure which individual bugs are affecting it without a much more involved analysis, so I'm adding it a see-also to the meta bug for now.
