Fixing the priority (meta -> P3).
Priority: P5 → P3
didn't we always set meta as P5 since they aren't actionable bugs? I'm not sure, but surely I did it wrong if P3 is the right one.

We have been going back and forth on this one for sure! This came up in the regression triage meeting today and people pointed out how P5 causes meta bugs to fall off the radar of many dashboards and triage processes, which is also my main concern with using it. In addition to that, we also want to resolve meta bugs once the dependencies are resolved (or notice a forgotten dependency), so it makes more sense to avoid putting them under the rug, so to speak.
