Ship an experimental (nightly and DevEd only for now) sidebar panel in the Inspector that shows potential browser compatibility problems based on MDN data.

A prototype for this was created here: https://github.com/firefox-devtools/webcompat-helper/

It is being tested now. As soon as we have final results on this, we want to port the prototype over to be a built-in feature of DevTools.

This is going to be a [meta] bug used for tracking the implementation of this feature.

The initial plan for this is to try landing the tool in Nightly 72 so it can be enabled for the DevEdition user base before the end of Q4 2019.
