I don't think we want to add a pref for this specific scenario.
It seems to me that the request in bug 689067 makes much more sense.
If the user "disables" an account, we shouldn't fetch any messages for that account, manually or automatically.
Allowing a pref to have a scenario like "Don't auto download messages from disabled account but do it if I trigger it manually" it's cumbersome and kinda strange.
Disabling/enabling accounts feels more linear and expected.
We will keep that in mind for 114, so I will mark this bug as duplicate of bug 689067.
These bugs shouldn't have any severity set, but a P3 is correct since we would be more than happy to accept a patch from a community member.
